Things like ability to
"map the locations of two phones over the course of the day to discern whether they simultaneously ran into each other, indicating a potential meeting between people." are so commonly used by every intelligence agency around the globe and all that you need is the help of the telecom service providers to do this. In fact the moment you have a mobile phone, the service provider has exact information of which all cells your phone has traversed through and that is something available for intelligence and investigating agencies already (within the constraints of laws in different countries). There are enough tools already available in the tool set of telecom industry to make the collection and analysis of this information easy. So another set of tools just add to the existing ones.
Most of the other claims in the article are of similar nature.
To me this article is just cacophony and trying to create FUD.. and nothing concrete.
